Summary: | Abstract Today a lot of people in the world experience food insecurity. In this paper a qualitative content analysis method has been used in order to answer the following question: How does the European Union work with food security? More specifically, this paper investigates if the EU´s focus is on strengthening people’s entitlements or on increasing the availability of food, e.g. through increasing the production of food. This analysis was able to confirm that the 23 European Union projects (within the international cooperation and development context) which were analysed focus their attempts to achieve food security in a variety of different ways. Around half the projects include elements of improving both entitlements and food availability/production, whilst roughly half of the projects aim to improve only one of the above-mentioned elements. It was possible to identify Sen’s entitlement approach in the European Union projects; however, the paper reached the conclusion that although the entitlement approach to achieving food security is clearly very influential in the projects, it is not the only influence present.
