Summary:Delegation of assignments regarding the work environment is a complex topic that is difficult to illustrate. It is not explicit mentioned in the law and the established practice are ambiguous and vague. This has caused a lot of confusion, not only for private companies but also for executives within public administration. Metso paper Karlstad Inc. gave us the assignments to investigate their delegation system and to analyze the need of change before a planed readjustment. The purpose of this essay is therefore to investigate how the proposed delegation system is constructed and whether it fulfills the demands established by Swedish law. This also helps to illustrate Swedish law in a more summarized and well-arranged way than it is nowadays. By describing the formal delegation structure of Metso Paper Karlstad Inc. and by performing an empirical study we were able to see how the organization delegation system both formally and informally was constructed. Through analyzing the result in light of Swedish law we could establish that the formal delegation system on paper, meets the rules of written Swedish law. In spite of that we came to the conclusion that the formal delegation would not be enough to move responsibility down the line of delegation. Existing Swedish law demands different criterion in order to guarantee that the persons to whom work environment assignments have been delegated to, have the mandate to fulfill them in order to count as responsible. These criterion have not been fully fulfilled at Metso Paper Karlstad Inc. This is why changes –suggested as recommendations in this essay, should be taken into consideration while a readjustment of the delegation system is made.
