Summary: | The purpose of this study has been to use Birkland’s (2009) theory about crisis induced learning to see how the collective learning process has worked for the three actors Stockolms Stads Trafikkontor, Trafikverket and Stockholms länsstyrelse after the two large cases of snow falls 2012 and 2016. I found that there was a need for this study as there are very few studies done that focus on how collective learning works in collaborating organisations despite of the fact that it is an important factor for a strong crisis management capability. I have done this through both creating my own data by use of qualitative interviews and then analysing this with written material in forms of evaluations and annual reports. After applying Birkland’s (2009) theory I identify that an important factor for change to occur as a result of the necessary learning processes he has identified has been through collaboration. 2016 there was more change that happened in contrast to 2012 and the main difference was the level of collaboration as this was higher and more evolved after 2016. |
