The Establishment and Development of Zhongxing New Village and Guanghua Elementary School(1957-2003)

However, since the Central Government fail to win over Chinese Communist Party (CCP) in the Second Kuomintang-Communist Civil War, it was forced to move back to Taipei. In this circumstance, which the central and local government share the same location, it shaped an image that the office space and administrative districts congregate. Furthermore, the conflicts in Southeast coast of the mainland get intense in 1955, the Republic of China Armed Forces withdrew from Dachen Archipelago, thus catalyze the urgency of the movement of the Provincial Government. In accordance of the Order for Air Defense Evacuation from the Central Government, the Provincial Government start to look for a suitable place to reset their location. Under the quest from several counties in the middle Taiwan, and based on the need of strategic air defense, traffic, productivity and so on, the Provincial Government choose a 80- hectare plain that lies in the northern Nantou and nearby the Dahu mountain as their new camp, then name this as “Zhongxing New Village.” The plain can serve either as a place to develop upland field cropping, or as a main evacuation point. Stationing in the July of 1957, the officials in Provincial Government have to face a harsh environment, which includes shortage of water and shopping location, numerous mosquitoes, uneven roads and so on. Compared to the comfort zone in Taipei, some of these officials choose to stay in Taipei or just divert to another work. To accomplish the evacuation work in the shortest time, the Provincial Government order the residents move away before the designated date on the one hand. On the other hand, it works to improve the infrastructure, sanitary condition and entertaining facilities in this area, and grant some subsidy to encourage their employee to move here from Taipei. To meet the need for education of the kids of these officials, the Guanghua Elementary School, formerly known as the “Zhongxing First National School,” was established under the financial support of the Provincial Government. In the early age, there are some problems about shortage of the school buildings and uneven landscape. However, under the leadership of Principal Wei, the school has become a model among the peer school across the country. Not only the new facilities including brick roof construction fortified by reinforced concrete were built, but the school hired teachers of high quality while recruiting high-level students from the family of government officials. Under the cooperation with the Provincial Government about the big event, teaching demonstration, artistic performance and the need of reception, this elementary school has become the best partner and backing forces of the Provincial Government. This kind of exclusive school only for the descendants of the officials in Provincial Government is verified in the graduation student status files and the teachers’ personnel files. A large majority of these parents of students who graduated from the Guanghua Elementary School are government officials. The birthplace of the teachers and students are mostly in Mainland China. In the early age, the teachers and students live nearby the school, and thus demonstrated certain regional culture. But as the virtualization of the Provincial Government came true in 1998 and the 921 Earthquake took place in 1999, the social environment went over a huge change. The source of students in Guanghua Elementary School has changed. Not only did the profession of the parents varied, but the region of the school had gradually expanded. Cross-school-district enrollment become normal situation. Without the old glory of the Provincial Government, the Guanghua Elementary School is going to keep working on the unfinished “Zhongxingxintsunxue” with their natural ecology, street and cultural remains that left by the Provincial Government.
