Keep our cultural spirits and extend our business life are the only way to confront the challenge. Yingge has be presented as industry cluster for 200 years. In the past, Yingge is no longer as famous then before. As we can see, skilled peopled are leaving their hometown, market shrinkage and outside competitors around. Local Cultural Industries main parts are organizations, communities and towns. At this moment, public and private sectors can be partner to win this competition. The Yingge District and local government are both thinking of a way to help those manufactory survived. Locals attempt to promote their products and local marketing by Yingge Ceramics Festival. Local government invites local business owners and organizations to raise up the tourism industries and local economy growth through coordination and exchange materials with each other’s. The purpose of this research is to investigate the cooperation patterns between civil organization and private industry of Yingge. Yingge Ceramics Festival is the object to talk with. The results of the study showed that local stores didn’t feel highly involved, the cooperation effectiveness between public and private needs to be evaluated, more focusing on influence of economy to the industry cluster. Through the methods of literature review and interviews, the finding of this study will be able to provide as the suggestions and references for the future policy-making.
