Among all factors, the quality of the construction is particular important for the sake of housebuyer’s lives. However, quality control and acceptance system of different construction companies might vary when it comes to residential constructions, which may lead to varying house quality. This study therefore investigated the recognition and constructors’ attitude toward utilizing the three-level quality management system, which is usually applied on public constructions, on constructing residential housing. The study is conducted through the form of questionnaire, aiming to collect constructive engineers’ feedback and attitude toward utilizing the three-level quality management system on “planning and design”, “construction” and “completion and acceptance” of residential housing projects. The result of the survey is then analyzed through descriptive statistics, t-test and analysis of variance. The result indicates the three measures that are most widely accepted are: “The companies shall assist their employees to obtain public construction license”, “the construction companies shall implement self-inspection properly” and “the construction companies shall lay down construction principles and self-assessment forms”. The least favorable variables are: “The standard of quality management cost should be set upon 0.6%~2% of the total construction cost”, “the owner shall grant supervision power to quality control personnel”, “the third-party assessment teams shall supervise the construction team to prepare detailed drawing and assessment” and “a third-party assessment team is to assess the construction, track deficiencies and improve on behalf of the owner”. A three-level residential housing legislation similar to that of public construction is called for. Through the legislation, the construction of residential housing would be regulated under a set of complete management foundation and law. The measure is believed to align all residential housing constructions in the country and give the government greater and more binding power in this field.
