Chunghwa Post Company is a public enterprise. The construction projects it manages are also public works and are planned, designed, tendered, supervised and finally accepted by its professional employees. There are more than 1,300 stations of Chunghwa Post Company, and there is a great demand for refurbishment. The current engineering management procedures produce a large number of charts and various supervision forms, resulting in insufficient storage space and difficulty in data management and integration. The use of 2D construction drawings in the current procedures may cause inconsistent cognition, resulting in confuse of construction interfaces and different opinions of the acceptance criteria. Therefore, this study integrates BIM technology into the engineering management procedure of refurbishment projects of Chunghwa Post Company, hoping to improve the efficiency of project management and reduce the occurrence of errors. This study first analyzes current engineering management procedure and information delivery among design units, use units and contractors in the stages of planning, design, tendering, construction and acceptance. After clarifying and confirming the needs of relevant units at all stages of the procedures, this study proposes an engineering management procedure integrated BIM technology as a basis for optimizing the refurbishment project management. The proposed engineering management procedure is introduced into a refurbishment project to examine its feasibility. Through the case study, the results show that the BIM model can be used for coordination in the planning and design phase to help integrate information provided by participants and to reduce duplication of cartography and budgeting. Construction simulation with the BIM model can also improve the efficiency of the construction plan and construction material review processes, and assist construction management. After project completion and acceptance, the BIM model is transformed into a database, which can be used as a data resource for further review and follow-up management and maintenance. During the introduction process of the new engineering management procedure, it is also found that the new procedure needs to be imported timely according to the amount and type of projects. The participant acceptance of the newly proposed procedure, updates for software and hardware required for modeling, and the proficiency in BIM technology are key factors for importing the new proposed procedure.
