It is one of the major development policies all over the world. With the rapid advance of medical science and technology, the electronically progress of medical records in various professional departments are also advancing with the times. Many medical literatures revealed that implementation of electronic medical records can improve the quality of care and work efficiency. However, 1 year after the implement of anesthesia information management system (AIMS) in a medical center in central Taiwan, there are still many nurse anesthetists still think this system is difficult to use and even refuse to accept it. Aim: To investigate the difference between the actual situation and the ideal situation, and to identify which part of AIMS do not meet the ideal situation. Analyzing the cause of the problem then breaking this phenomenon. Methods: We use Importance-Performance Analysis (IPA) combine with the elements of Information Systems Success Model (ISSM) to create a questionnaire survey, and using this tool to evaluate the effectiveness of nurse anesthetists after implementation a new anesthesia information management system (AIMS). Results: A total of 80 questionnaires were collected and recovered (100% recovery rate). Among the 27 items of ISSM (System quality, Information quality, Service quality), 7 items belonged to the fourth quadrant of the IPA chart. The meaning to the fourth quadrant is high importance but very performance, these items need to be improved immediately. In addition, the younger and junior nurse anesthetists have positive attitude (p<0.05) in EMR and high user satisfaction (p<0.05). Last but not least, although the subjects have a positive attitude for the development of EMR in anesthesia information system (Mean=4.38, SD= 0.72), but the overall satisfaction are still low (Mean=2.73, SD=0.93), a poor system quality performance may be an answer to this question. Conclusion: According to the results of this study, system quality is the most important factor affecting system effectiveness and user satisfaction. It is recommended that if users' needs are included as the main considerations in the process of a new system construction or optimization, in this way we can truly present the advantages and worthy of electronic medical records.
