The policy maker introduced NHI-HIT-Cloud to implement a tired healthcare system and offer primary care physicians a comprehensive system for understanding patients’ history records. Based on the above, study on the situation for the NHI-HIT-Cloud use and its related factors among primary care physicians become an important issue. Purpose: To study the associated factors on the preferences and use of NHI-HIT-Cloud among primary care physicians through the combined validation of the Innovation Resistance and Resource Dependence Theory. Methods: The study is a cross-sectional study which was conducted from December 2018 to February 2019. A total of 625 valid samples were surveyed and analyzed through an electronic platform. The structural equation modeling (SEM) was further applied as the main research analysis tools. Results: The overall research results showed that primary care physicians’ attitude to recommended tabs would be influenced by physicians’ preference toward NHI-HIT-Cloud and external environment resources. According to the SEM results, traditional barriers showed the most significant impact on the physicians’ attitude to recommended tabs. Besides, among the traditional barriers, the value-identity of repeated medicine was the main influence factor for physicians’ attitude. Moreover, it was interesting to find that the dynamism of external environment issue was the most important factor for physicians’ preferences on NHI-HIT-Cloud. Finally, primary care physicians’ characteristics has also correlated with the external environments. Practice and Policy Implications: (1) Upon the above NHI-HIT-Cloud study example, the current study results assists policy marker to understand the core value of recognition and appreciation for a policy revolution. (2) It also provides essential information for the persistent improvement of using barriers which included the integrity, immediacy and compatibility of a system. (3) Furthermore, in view of the external environmental resources could relate to personal characteristics, which may also interactively affect the use of the NHI-HIT-Cloud system, it stimulates the area-specific thoughts for the future medical care projects and achieve the goal of vertical integration.
