Therefore, the school teachers has the important responsibility of "teaching knowledge, cultivating bright personality, developing life habits, appropriate admission, and career counseling”, which leads to great pressure in the workplace, especially for the tutors. This study aims to investigate the key factors affecting the willingness of teachers in China to serve as part-time tutors, taking Toufen Junior High School, Miaoli County as the example. This study used questionnaires and took the official teachers of Toufen Junior High School, Miaoli County as the research subjects to explore the key factors of the junior high school teachers’ willingness to serve as part-time tutors: the educational environment factor, the work stress factor, the salary and welfare factor, the tutor rotation mechanism factor, etc., , searched for the related literature data, used the modified Delphi method, collected the expert consensus, analyzed the key influence factors, and established a hierarchical structure of key factors. Using the analytic hierarchy process, the weight of the indicators the key factors of the willingness of the junior high school teachers to serve as the tutor, including the educational environment factor, the work stress factor, the salary and welfare factor and the tutor rotation mechanism factor were obtained and a weight system was established. According to the results of this study, the most important hierarchical dimension factors of the teachers in the junior high school are the educational environment factor, the work stress factor, the salary and welfare factor, the tutor rotation mechanism factor, and the high-importance influence indicators are in the order of class management, principal leadership model, education policy, workload, school organization atmosphere, tutor rotation system, etc. The results of this study can provide considerable reference value for the education administration and schools for a stable school operation and improving the school administrative deficit.
