The Executive Yuan has announced the passage of "National Master Plan on Energy Conservation and Carbon Reduction" in 2010. The government plans Kinmen County and Penghu County as Low-Carbon Islands. For this reason, this case research study area in Kinmen County. Taking the “The policy Implementation of Solar Water Heaters Subsidy” as the case study. For the present study, from the perspective of “Policy Implementation” and “Low-Carbon”, which includes Intergovernmental Relations, Disposition, Resources, Communication, Participants, as a research framework. Based on research adopts a qualitative research method, and semi-structured in-depth interviews. We aim to explore the interaction among Central government, Kinmen County Government. And explore the interaction among Kinmen County Government, Stakeholder. A Review of the Important Research Findings, Central government decrease progressively inducements, the content of the policy message to local government. Policy Evaluation is carried out but Kinmen County Government considering if the policy should be either policy maintenance, or succession. Willingness of Participants of financial subsidies, Energy Saving and Carbon Reduction factors affecting. Finally, The Low Carbon Community provide local government with flexible implementation. Based on the Research Findings, this study proposes suggestion for reference.
