This study adopts the quasi-experimental research method regarding the target 30 students divided in 2 groups from the eighth grade of Star City (a pseudonym) in Taipei. According to the three stages- the formation of the theme of the program, the implementation of the program and the publication of the results and the review- the following documentation were collected for analysis including classroom records, learning sheets, performance publication, feedback forms, interview records, and the "speaking ability scores" of middle and post-test data of the five focus students. Findings are as below after analyzing: 1. The positive changes regarding learning performance of the whole class after project approach which include: (1) Students in groups interact for in different ways. (2) Students in groups hold more positive attitude towards carrying out their tasks. (3) Students in groups’ creativity and diversity are stimulated potentially. (4) Students in groups utilize learning kits to learn 2. The project approach can effectively improve the oral expression ability of the five focus students: (1) The scores between the former and middle test have not shown significant differences. The progress between the middle and the post-test has shown certain improvement, while the progress between former and post-test has shown significant improvement. (2) The five focus students have made significant improvement regarding the "speech correctness", "moderate volume", "appropriate wording" and "naturally appropriate body movements".
