Based on Maslow's hierarchy of needs, we also discussed engagements, usages, and factors of teacher participation in the case school. In this study, students in the third to sixth grades were invited to fill out questionnaire to collect quantitative data. For qualitative data, teachers participating in action learning projects were interviewed. These results were used for comprehensive analysis. The results of this study were listed as follows: 1.The most frequently used app is suitable for most subjects. 2.Teaching with mobile devices can enhance students' self-directed learning, interpersonal relationships, teamwork, communication and media literacy. 3.To obtain good results, administration departments of school and government play important roles on providing software and hardware facilities. 4.Administration department should establish a good operational mode so that new members can quickly understand and join the team operation. 5.Integrating information technology into teaching should meet the five needs, namely infrastructure needs, service support needs, professional community needs, self-requirement and self-potability.
