As of 2017, a number of corruption investigations have been conducted. The data of these investigations form a valuable database. According to the world ranking by the Transparency International Corruption Perceptions Index, Taiwan was ranked 37 in 2012 and rose to 29 in 2017. Second-Hand data analysis and a series of in-depth interviews with members of the Agency Against Corruption were conducted in this study to elucidate the characteristics of corruption and the personal factors and internal and external institutional factors that influence corruption cases. We then consolidated the secondary data, case study results, and interview outcome to propose an overall discussion. Findings indicated that the most common forms of corruption by public servants were abusing position to acquire property and accepting bribes with or without abusing position. The reasons and methods for corruption crimes vary, and investigators encounter many bottlenecks and challenges when investigating corruption cases. The author of this study proposed several suggestions based on the research findings, which can serve as countermeasures for preventing corruption crimes committed by public servants. 1. Practical aspect: Searching for evidence beforehand is a fundamental skill. Uncovering the mentality of the violator is crucial. In the process of investigation and evidence collection, all procedures must be strictly followed. 2. Legal aspect: Human rights awareness is rising. Fewer weapons are at the disposal of law enforcers fighting corruption crimes of public servants, and the limitations on these weapons are increasing, which hinder investigations. Social and technological advancement and reform outpace the legal system, and the identities of public servants should be interpreted as a unified definition or amendment. 3. Institutional aspect: The funding, equipment, and human resources of the Agency Against Corruption are severely lacking.
