THE EFFICIENCY EVALUATION OF NEW TAIPEI CITY PUBLIC MARKETS- AN APPLICATION OF DEA

碩士 === 大同大學 === 事業經營學系(所) === 107 === This study uses data envelopment analysis to analyze and advise on the operational efficiency of the public traditional retail market in New Taipei City from 2013 to 2017. The study uses 21 public retail markets in New Taipei City as the assessment target, and uses the business data of the public market in New Taipei City from 2013 to 2017 as the basis, using two inputs of the number of employees and planned stalls, and one output of rental income. As a basis for analysing the efficiency of 21 public retail markets. The results show that during the period from 2013 to 2015, the market with the best operating efficiency was the Guangming public market in Sanchong District. The total technical efficiency was 1 during the period from 2013 to 2015. The market with the best operating efficiency during 2016~2017 was the Yongan Public Market in Yonghe District. There are 14 public markets that have been inefficient for five consecutive years, and four of them have inefficiencies in terms of technical efficiency and scale efficiency. According to the analysis of scale returns, there are a total of eight public markets with increasing returns to scale during the five-year period, namely the central public market in Sanzhong District, the Xizhou Public Market in Yonghe District, the Zhongzheng Public Market in Yuzhi District, the Jinshan Public Market in Jinshan District, the Bitan Public Market in Xindian District, the Second Public Market in Ruifang District, the Yongping Public Market in Luzhou District , and the Yingge Public Market in Yingge District, it is suggested that the above public markets can increase the scale to improve operational efficiency. According to the analysis of Malmquist Productivity Index, there were total of 13 markets productivity gain during the period from 2013 to 2017. Among them, the largest productivity increase was in the central public market of Xindian District, and the productivity of the other 8 public markets declined. The lowest value of MPI was the Guangming Public Market in Sanchong District. The value of MPI was 0.834, showing a decline in the four intertemporal average total factor productivity changes.
