The studies mainly explore and discuss Fire Service Act, the improvement of fire equipment’s, and management aspects. Recently, the government focus more on Fire service Act and the improvement of fire eqipments.However, the cases of rescue workers die in line of duty or get injured in the fire are still rising, which is the background and motivation of the study. The procedure of the study is divided into questionnaire design, data collecting, and data analysis. The experts-questionnaire is based on three layers, that are laws, personal locater and location locater. Then the questionnaires are collected from fire authority, academic authority, Fire-fighting facility maintenance department, and rescue supporting department. Layer data analysis is conducted to upgrade the estimating value of disaster relief escape safely in personal locater system when a fire breaks out in large architectures. The estimating value are separated into five aspects, which are experts, authority, academic experts, facility maintenance department and rescue supporting department, and then discuss the differences between each aspect. The results can be the information for relating fire departments to compare and contrast the current situation, and find out the deficiencies, then further strengthen and compensate for them.
