As emerging industries came to topple its leading position, it has lost its competitive edge and forced to move to the outskirts, renting low-cost iron sheet plants due to budget concerns. Mass exodus of young labor force resulted in employment of elderly and foreign workers, which can give rise to miscommunication. All products and half-products of textile production are combustible matters, making textile plants high fire load architectures whose fire rescue and prevention issues are worth discrete investigation.
This thesis sheds light on traditional textile industries in Shulin district. By looking into major local fire alarm cases, added with in-depth interviews with four experts, all of whom have had business intercourse with the textile industry, we have summarized the defects of current Fire Services Act and the potential risk that could ensue, mapped out feasible measures that ensures fire prevention and early acquisition of rescue information, in the hope that textile firms develop self-awareness on the importance of fire safety and effectively safeguard the safety of rescue workers at preliminary stages of fire alarms, reducing casualty rate resulted by fire rescues in an unfamiliar environment.
