Intelligence Process support decision making and policy development, or as a security assessment of grand strategies and major policies. The purpose of this study is to explore the intelligence indicators that intelligence must master in Strategic Decision Making. It is used as a medium for the integration of intelligence and strategic decision-making through decision-making simulation or wargaming to achieve strategic research and strategic prediction for the same purpose. Case study is verified by China’s South China Sea strategic decision-making and intelligence analysis. Intelligence indicators, by which to produce strategic intelligence appreciation, to implement strategic predictions for China’s South China Sea strategy; and finally to construct an integrated model of intelligence indicators and strategic decisions, and evaluate the role of intelligence in strategic research and security research.
