However, in the face of international competition, what is the competitive advantage of the Thai education market? Which is worthy as Taiwans reference? Thailand has sent nearly 200 international exchange students to Taiwan last year to learn how to improve enrollment efficiency and international cooperation opportunities. Based on the strategy of how to create competitive advantage in Taiwans higher education, this study explores the advantages of Thai higher education in the international competitive market. It uses literature analysis, expert questionnaire survey on FAHP, qualitative exploratory research method, archival data analysis and comparative research. Michael Porters diamond model also known as diamond theory introduces the concept of national competitive advantage theory is one of the basis of this study. The comparative research subjects selected a comparative study on the development strategies of education reform in Taiwan and Thailand. Regarding the competitive strategies of higher education in Thailand, the strategy of the six key factors of "opportunity", "government", "demand conditions", "production factors", "upper system of university education", "university strategy, structure and competition", shows an advantage to think about the center to develop a competitive strategy. Under the interaction of various key factors and the two-way strengthening relationship, the competition strategy of higher education in Thailand is proposed as a reference for Taiwans international education policy. The study found that the most competitive advantage of the Thailand’s higher education market is talent cultivation in the international exchange of Chinese/English business talents. It is followed by exchange of students, offices for exchange programs, exchange of teachers, double degree, and entrepreneurial competition. Others include Thai tourism, cross cooperation, emerging industries, venture capital, Thai etiquette, cross-cultural, project research, patent cooperation, Thai culture, etc. and Thailands higher education focus on global cooperation. In addition to the English-speaking international colleges and exchanges with countries, it has also begun to set up the Chinese International Department. It has also added courses using the Chinese language, recruiting students from all over the world, and recruiting Chinese and Taiwanese students to further promote double or even triple degrees. Finally, international cooperation has become the strength of Thailand’s higher education.
