Compared with typhoons, the short-duration heavy rainfall caused by plum rain and afternoon convection is not accurate enough for weather forecast, the timing of rainfall is difficult to grasp, the path of travel is irregular, the time and scope of impact are unpredictable, and there is no emergency. The time of preparation for the strain, and often the size of the rainfall is negligent and the damage is caused. Through the questionnaire survey and expert interviews, this study explores the dilemma of firefighting agencies in the flood disasters through the major heavy rain events in Keelung in recent years, as well as the firefighting and public works units in the short-duration heavy rainfall response center. Relationships, and finally proposed disaster management recommendations for flood disasters. The results of the study can provide a reference for the Keelung City Government to revise the regional disaster prevention plan.
