In view of this, public works are increasingly frequent in the form of open contracts, wide range of uses, however, the public works committee has not yet established a basic contract model for general open-ended contracts, in addition to the development of a disaster engineering contract model, rovides the purchase institution use, the rest have no relevant laws and regulations, difficult to unify and respond to needs,from time to time in the procurement process, the issue of compliance disputes, derived from many of performance management problems and problems. This study only discusses to open contracts type in the xinbei urban office、practice contract management.
