Recent years, due to the financial crisis, the domestic economic encountered downturn, and the wages level in job market has been at the low point. Besides, higher education universalization has also caused the labor market imbalanced, thus influenced the trend of people taking public service, government institutions exam. Under the opportunities and profitability, public service supplementary teaching industry has gradually become saturated and competitive. However, as the trend goes down, the speculative candidates become less, and the total candidates decreased by 10－20% each year. In this kind of situation, how can the public service supplementary teaching industry survive among the competition or even create new opportunities？ This research is to explore the business models and strategic management in the actual manager’s perspectives for over a decade. In the study, we will understand the rarely known and actual management of a supplementary school. By looking deeper can we know the past and present of the industry and to better plan the future. The objective of the research is to, 1. Explore the business model of public service supplementary teaching industry. 2. Research feasible strategic management to provide references.
