The special attention was paid to local disappear and revitalization since 1988. Rural issue in Taiwan is similar to Japan, population ageing, labor migration, medi-care issue,and gradually make the traditional culture disappear. In 2018, Lai calm “2019 is Taiwan Regional revitalization 1rst year”. Hope Taiwan will be balanced by the policy of regional revitalization, depress the cities, population back to rural and keep 20million population in Taiwan. Budai Town in Chaiyi County is located west-south Taiwan, closed to China and shipping sugar and salt, people named “small Shanghai “in Qing dynasty and Japanese colonial period. In early ROC dynasty, economic recession by stopping trading between China and Taiwan, and located far from main route, population start migrate to urban for jobs population decreased and ageing greatly. Recently, the government hope attracting the youth back and active regional economy by tourism development policy. Chaiyi County Budai Town is the priority area of regional revitalization policy, what do the government and local people think? What’s their expectation for Budai?
