碩士 === 大仁科技大學 === 文化創意產業研究所 === 107 === This study focuses on the development of organic farms in Yuli Town, as well as the organic agriculture management model of Dongfong Organic Farm (DOF). The literature review will discuss the forming basement and background of organic farming. Then the technical members of Hualien District Agricultural Research and Extension Station, COA, the Agricultural Section of Yuli Town Hall, the Yusi District Farmers' Association, and the business operator of DOF will be interviewed for the research. Furthermore, participant observation will be taken to analyze the effectiveness and the problems which DOF has encountered during its launching the organic farming. The result of the study points out not only the greatly positive potential of organic farming development in Yuli, Hualien county, but also the increasing farming areas year by year. However, the first and foremost adverse conditions for the organic farming in Yuli, Hualien county are 1. The location is fairly far from the main consumer markets, 2. The inconvenient transport network makes the operating cost higher. According to the regulations, “The Developing Plans of Organic Farming in Hualien County and Taitung County” by the Council of Agriculture under the Executive Yuan is the current policy for Yuli, Hualien. As for the production and marketing, DOF has adopted a “supporting and guiding agricultural structure” [remark 1], which is different from the common ways by other organic farmers. Therefore, it gives DOF both a competitive edge over the farm management and the ability to assist the farmers in the vicinity, which results in their cooperation and quality control. But in the aspect of recreation and education, the unstable customer base still makes the lower output value, even though it could provide DOF with the most profits. In the future, DOF will work hard on producing and marketing all the goods on their own so as to avoid the price exploitation by the wholesale suppliers or retailers. On the other hand, DOF also plans to actively research and develop manufactured agricultural products. They will be looking forward to expanding the domestic and international business channels, which will be their target management trends.
