碩士 === 世新大學 === 傳播管理學研究所(含碩專班) === 107 === Taiwan enjoyed the reputation of economic miracle in the past, and the traditional manufacturing industry played an important role, especially the footwear industry. We take Pou Chen Group for instance, and through literature review and in-depth interviews, it explores the past, present and future of Taiwanese shoemakers, as well as the major strategic planning and operational development planning of this case in different periods. We find that Taiwan shoemakers, supported by policies, have made many impressive achievements in less than ten years, from home-based OEMs to factories. However, due to excessive conservatism, combined with changes in the overall economic structure and the loss of labor force, they have collectively migrated to the mainland of China for development. However, they have also been eliminated by the market in a short period of ten years because of excessive passivity. This case has always maintained very high market competitiveness because of its adherence to the concept of innovation, long-term interaction with the external environment, and cross-regional investment.
