The improvement of this policy is related to the promotion and implementation of the policy. In Taiwan, where the birth rate is the lowest in the world and faces the problem of minority births, factors such as the economic downturn and the increase in childcare costs have made the phenomenon of population aging more serious. Raising the next generation is the responsibility of all the society, infants and young children. Care has become an important public issue in the country's society, and it is the core of this issue. This study aims at the implementation results of the system of staying in the baby, and refers to the relevant policies of advanced countries to listen to the voices of applicants and SMEs, and analyze and summarize them. According to the results of the study, it is proposed to "adjust the time limit for paying in-service leave, set up working hours accounts, flexible employment", "encourage joint child-rearing, allow simultaneous application for child-rearing leave pay allowance", "help small and medium-sized enterprises to dispatch manpower, and establish short-term manpower. "Relaxation of allowances, qualifications, equality, and elimination of discrimination." Four proposals for the current policy, such as "substantial rewards or tax cuts to increase employers' willingness to hire", can be used as a reference for future government reforms to protect the rights of both employers and employees.
