Summary:碩士 === 東吳大學 === 政治學系 === 107 === ASEAN Political Securtity Community (APSC) is one pillar of ASEAN community, which was established by Association of Southeast Asian Nations (ASEAN) at the end of 2015. The paper takes four cases to examine its achievements from official materials. Thailand-Cambodia border dispute is a failed case that ASEAN could not solve through APSC, but revealed the development process of these political security mechanisms. The second case displays ASEAN’s successful disaster assistance in Mynmar; nevertheless, it also demonstrates that the regional organization was impotent to cope with the human rights of Rohingya. In the case of counterterrorism cooperation among ASEAN and external countries, ASEAN proved its leading capability and influence in the region. However, it can not control South China Sea issue with China on account of inconsistent interests among member states and China’s negotiation strategy of "bilateral first, multilateral later.” In sum, although APSC certainly helps ASEAN expand its influence, it has been still restricted by types of issues, state power and relative gains among states.
