| Summary: | 碩士 === 東吳大學 === 社會工作學系 === 107 === Since 2007, Taiwan has implemented the "Long-term Care Ten Years Plan" as the starting point of the policy. It has set up long-term care unit to spread care resources. In October 2016, it entered the "Long-term Care Ten Years Plan 2.0", this project focuses on the care service system in the community, launching a series of community-based care services, connecting resources and services, and providing people with universal, convenient and high-quality care. Long-term Care Ten Years Plan 2.0 has been piloted in the first phase since November 2016. A total of 9 cities has trial the C tier units ,this program is the focus of research.
This study is a preliminary study on the Local Care Service Station for the community care system. The purpose of the research is to understand the Local Care Service Station and to explore the C and A、B tier units mode of operation and development dilemma.Therefore, this study adopts the in-depth interview method, from the first stage purposive sampling, there are 34 tier units in 9 cities, extract 6 units for studt.
The research discusses the background and motivation of the C tier units, service and cooperation strategies, and human resources planning. The conclusions as follows: (1) The C tier units is important of old age community care; (2) The positioning of A and the care center professionals is unclear;(3) The C tier units different charges have been diversified fundraising methods ;(4) The ABC bus, but not using it; (5) The service model of the C tier units professional team is expected;(6) Insufficient human resources; (7) The of the ABC reform in 2018; (8) The importance of setting up the C tier units.
As the policy pushes, the challenges of the C tier units setting are still being observed. The research suggests: (1) The policy is clear to promote the important foundation of the C tier units; (2) Depending on local conditions, play community care network function;(3) C tier units human resources should be fully provided; (4) Traffic mechanism;(5) What kind of C? Not just to reach the quantity. Finally, not only the central government,but also of local government to develop C tier units, the quality is stable.
