In the early time of the government relocate to Taiwan, Yen Chia-kan served successively as minister of economy, minister of finance, chairman of the Taiwan provincial government, deputy chairman of the economic stability committee of the Executive Yuan, chairman of Council of United States Aids, chairman of the Veterans Affairs Council, Administrative Member of the Executive Yuan, and other important posts. During this period, he led or participated in the formulation and implementation of various important financial policies, which not only transformed Taiwan's economy from chaos to stabilization, also, he helps people in Taiwan overcome poverty and build prosperity after the war destruction, but also laid the foundation for rapid economic growth and long-term development in the future. This paper focus on the association between Yen Chia-kan and CUSA, and tries to explain the process of Yen Chia-kan 's entry into usc. At the same time, it introduces Yen Chia-kan s own ideas on the application of United States Aids based on historical materials. Yen chia-kan, moreover, the finance minister, how to cooperate with the CUSA to promote financial reform or other measures and contribute to the post-war Taiwan‘s economic growth.
