This trend of corporate adjustments is due to the changes in social, economic and industrial patterns and corporate costs. The transformation, the full-time works are gradually decreasing, and temporary labor force will become a trend. As reference in literature, the implementation of the labor dispatch system coexists positive and negative evaluations. What are the factors that laborers in Taiwan face in labor dispatch? The analysis of the institutional factors for this research will be based on interviews with the relevant dispatching experience of four parties (Dispatching labors, Dispatching agencies, Corporations and Government) and their views on the current status of the dispatch system. In addition, this research takes into account the dispatch literature of neighboring country, Japan, with five similarities, differences, and comparative analysis of Japan dispatch industry's mirror example. This will help gain deeper understanding of the labor dispatching institutional and work continuation motive factors under an immature job market environment. Subsequently, the expected dispatched employment model can help influence stability and balance.
