The best way to make the countries be more progressive is human resources development by developing a quality of citizen with knowledge, morals, and ethics. The ministry of education of Taiwan prioritizes this issue so that they have reformed the education in the country to keep up with the changing world and society. Moreover, there are problems of education in an admission system that many students were confused during the selection process or students cannot be enrolled in the department as their desire or do not have the department for entrance. Therefore, we would like to create a reference source for guiding the students in an appropriate preparation for the new education system and admission to universities. We analyzed and looked for the quantitative results of the degree of welcome for entering departments of the university through the skill evaluation approach. After that, we clustered the departments into groups with the process of the network visualization. It is expected that the proposed approach can improve the difficulties and dilemmas of the selection and enrollment's results of higher education in the past, and can help to support the policy of the implementation of the universities’ admissions specialization advocated by the Ministry of Education.
