The tourism industry with cultural, economic and social function.It is one of the important development businesses in Taiwan. Miaoli County locates on a very important position, and it has many natural, cultural and tourism resource. Therefore, it creates the unique traits of tourism. Miaoli City is not only the center for the politics and economy, but also the location is important to traffic in the county. The community is the most familiar environment for individuals. Community development is able to form relationships and motives, and agglomerate awareness of localities. It provides opportunities and benefits for local specialty products and becomes an important way for economic development. Therefore, community development plays an important role in tourism development. It is a key issue to know the bottleneck in local communities, when government and public organizations transform tourism industries. The study is based on a social network analysis to explore key indicators of community affect to tourism development. Order to look for potential locations with economic benefits, this study has collected domestic and foreign related cases and theories extensively. Using document analysis to explore the model of tourism development and define the future direction. Through the field study, it integrates the types of community development and tourism development.
