The literature review includes the individual's perception of happiness, Maslow's ladder of desires, the theory of sustainable cities related to urban development, and the discussion of the national happiness index GHN and LOHAS related to the discourses of happiness perception. This study believes that these claims are from the "top-down" thinking of knowledge elite, lacking the "bottom-up" grassroots vision and viewpoint, ignoring the most fundamental sense of happiness that grassroots people pursue a happy city, based on this perception. Inspire the motivation of this research. The research method applied text mining to find out the keywords affecting the perception of happy cities and uses the word cloud, factor analysis to establish a happy city perception interpretation model. After designing the questionnaire, the questionnaire survey is conducted, and 415 valid questionnaires are collected. Applied factor analysis method to verify the model specification, and the impact range performance analysis (IRPA), and the impact asymmetric analysis (IAA) are used to find out the hidden common anxiety factors and effectively infer the important factors affecting the perception of happy cities. The study found that there are six items in the "Life Achievements", "Work and Income", "Living Environment Quality", "Environmental Conservation", "Social Security System" and "Government Governance". It has a high impact on overall satisfaction. It can provide an important reference and recommendations for improving the perception of happy cities for the Kaohsiung City Government. Finally, this study attempts to construct a triple baseline for sustainable development.
