Taiwan’s “Cultural Heritage Preservation Act” have legislated more than 30 years, but intangible cultural heritage affected by globalization and technology. Taiwanese have more different chooses between faith, habits, career, people didn’t practice folklore and feel that is “out of date”. The intangible cultural heritage is difficult to conscious, increased the folklore’s safeguard more difficult. The four questions of my research: (1). What are the concepts and implementation concepts of Japan and UNESCO folklore assets? (2). What are the legacy and influence of Taiwan's folk culture assets and Japan and UNESCO? (3). Through the case of “Liu Fang Ma Guolu (Annual Rotation) in Yunlin”, is the Intangible Cultural preservation policy of the Ministry of Culture effective in promoting the preservation of folklore? (4). How can we achieve a sense of cohesion and identity among multiple communities in the country by preserving folk culture? This study explores the concept of community and local sense of identity and creation. The concept of agglomeration of community and folklore assets, analysis through folklore and the development of laws and conventions in Japan and UNESCO, as well as the preservation policy of Taiwanese “Cultural Heritage Preservation Act”. In order to explore the importance of folklore “Liu Fang Ma Guolu (Annual Rotation) in Yunlin” as a case, of verifying the community, borders, symbolism and folklore. Concluded that the folklore has expanded the border through the " Cultural Heritage Preservation Act ", and then designated the cultural value in the folklore to become a cultural asset and become the cultural value of the country to display "multicultural society".
