This study, however, tries to introduce the model of emergency medicine to the study of crisis management in the public sector. Emergency medicine has evolved and established standard operation system in dealing with all kinds of incoming patients. It is reasoned that the emergency medicine model can be applied to the crisis management in the public sector in a significant way. This study proposes that crisis management of the government should have a dedicated unit to prepare, train, deal with issues of crisis management. And crisis management process in the public sector should emphasize the following critical steps: identifying crisis events. Information gathering and severity rating, primary assessment and reaction, second assessment and improving measure, crisis communication, constant monitoring, general evaluation of the crisis and essential documentation. 彭錦鵬 2019 學位論文 ; thesis 258 zh-TW
