However, it’s also a critical challenge in urban governance to response essentially social and economic environment changes rapidly meanwhile maintain the urban vision and goals. Recent years, to reducing the gap between space and time of urban plan and essential development, the so-called temporary urbanism began to be noticed to improving regional environment, interesting population, raising usage rate of public facilities and urban re-development eventually. It is different between traditional urban plans, the long-term usage, and temporary use of space would be more arbitrary and limited. Despite the application cases are getting popular in practice worldwide, theoretical evaluation and analysis of implemented cases are very limited. In this paper, through extensive review of literatures, both the theoretical content and trend of temporary use are analyzed and identified. Furthermore, the incentive program of “Taipei International Flora Exposition” which is the reuse program of abandoned amusement park and under-use park and soccer court implemented during 2008-2010 in Taipei city, and the series policies to promoting the Flora Exposition is targeted for policy evaluation. It also inducts and analysis of different temporary use strategies, different characteristics of sites and various operation models to exploring different effects of temporary use on land use and surroundings. The research shows that temporary use is indeed an efficient short-term approach to improve urban environment and the externality downside. By the low-cost of abandoned spaces and the flexibility of temporary use, it’s not only complement public facilities and reduce the government financial cost, but also fostering local culture and industries to drive urban regeneration eventually. Furthermore, the result could be theoretical development reference of theories of urban landscape control, urban regeneration strategy and temporary land use.
