This study combines government open databases and APIs of government sensing devices to obtain urban open data. In addition, this study applies Association rule learning, Bayesian reasoning approach and applies huge amounts of open data to develop intelligent service functions. Especially, this study applies GPS positioning, information visualization technology, interactive multimedia technology, and through the big data analysis approaches, system can provide environmental health metrics, and further establish a personalized health information service system. The system functions including: (1) Immediate environmental health metrics and alerts, (2) Interactive health protection education services,( 3) Intelligent Chatbot function of health information service, (4) Personal health behavior profile record and analysis, (5)Multimedia health education. Through the interactive user interface and intelligent dialogue function, the system enhances the user experience and helps users achieve self-health care in the city living environment, and strengthen users’ preventive healthcare motivation. However, this study further integrates health beliefs and the technology acceptance model to explore the user''s intention to use the mobile health information service system. The results show that most of the subjects think that the system can improve their quality of life, and it can prevent the environmental hazards from system alerts, also can improve self-healthcare ability. The results of the research model show that the system are useful for health promotion. The research results also indicate that most of the variables are significant positive influence the intention to use of the mobile health information service system. Through the results of this study, we hope that the mobile health information service system can improve the quality of city life and improve the efficacy of smart cities in the future.
