With increasingly complex public affairs, local governments need more consideration when making public decisions. Combine various formal and informal dialogue mechanisms to enable social problems to be effectively resolved in response to the needs of the people. There are many kinds of channels for the city of Taipei to solve the public affairs in the city. The Mayor and the Li-Chief Meeting provide a mechanism for direct dialogue between the Li-Chief and the mayor. This study lists the following: I.This study is aimed at the following issues in the process of participating in the Mayor and Li-Chief Meeting: i.Does the content of the proposal differ depending on the objective characteristics of the region, environment, conditions, etc., or the subjective characteristics of the Li-Chief”s values and the resident appeals? ii.What are the concerns of the proposal? What is the way the district office handles or responds to it? iii.What is the difference between the demand for proposals and the way in which the authorities are handled? What are the reasons for the gap? II.Through the analysis of the data of the proposals and the results of the interviews, the research found the main points from the literature and practice research: From the perspective of local governance implementation, the relationship between network members is diverse and often implies informal relationships. Network members have insufficient mutual relations but have mutually beneficial relationships. The mayor’s attitude towards the proposal and the ruling of the case at the meeting did not meet expectations. The rules of the planning mechanism for tracking the operation of control are not clear, and the research cases do not conform to the principle of proportionality of powers and responsibilities. The attitude of the mayor and the power of execution will affect the effectiveness of the operation of the mechanism. III.This study from the research structure, on the nature and implementation of the proposal, the establishment of a proposal response mechanism, constructing a network membership interaction mechanism, constructing a cooperative operation with equal rights and responsibilities, a municipal symposium operation process, as well as correcting the operational procedures of the "project management", and put forward relevant research recommendations.
