Its missions are not only to supervise the political performances of the legislators, but also to keep an eye on the legislative processes of the Legislative Yuan. It has been inherited from New Age Foundation, Taipei Society and the Social Legislation Movement League. For more than ten years, Citizen Congress Watch has been known from the silent, social movements to the current Legislative Yuan. It can be said that the fourth wave of supervising congress has achieved. However, its ninth evaluation has listed no legislators as “under observation”, the public began to doubt on its supervisory effectiveness, And Citizen Congress Watch was once questioned by the KMT legislators. Therefore, it is necessary to re-examine its original intention and consider the direction of its future. Since the researcher is also a worker of Citizen Congress Watch, and she can participate in and observe the operation of it. However, she finds that it lacks good communication mechanism, while the core evaluation tools are full of subjectivity. To pursue an answer to the above-mentioned problems, this study will interview employees who have worked or are now working in Citizen Congress Watch, to explore its actual features and conditions, including leadership style, hidden rules, and external society appraisal. Therefore, we could understand its current problems, and propose the potential challenges on the organization’s transformational path. The study findings shown as the following: The beauty: 1. Citizen Congress Watch is the first civil organization which dare to directly collide with the Congress after the martial law ended. 2. Citizen Congress Watch has supervised the Congress and walked onto the streets to stand with the people personally. 3. Citizen Congress Watch has established an academic evaluation tool and has certain credibility in Taiwan. The sorrow: 1. The processes of the formation of Citizen Congress Watch are complicated and make its intention becoming vague. 2. The holding of the press conferences of Citizen Congress Watch is mostly carried out by the thinking of the public relations. 3. The results of the evaluation of Citizen Congress Watch have stabilized and there might be some doubts about insufficient supervision of its evaluation tool. 4.
