The study used literature review to analyze whether Taiwan’s Cultural Heritage Preservation Act will affect Liu Fang Ma belief, and whether the reservation group is suitable after being a legal cultural heritage. Besides, this study uses comparative research to compare other legal cultural heritage under the category of “Folk Custom and Related Cultural Artifacts”in 2005 and ”Folklore” in 2016 to discuss the suitability for the basis of the evaluation and regulations of local culture belief as a legal cultural heritage. In Taiwan, not until Taiwan’s Cultural Heritage Preservation Act amended in 2005 did a cultural heritage first registered under the category of “folk custom and related item”. However, the law was not clear enough at that time. The basis of the evaluation was not suitable for the cultural heritage which is based on worship culture. The cultural heritage under the category of “folk custom and related item” should attach importance to the expressions of culture, yet somehow, Taiwan’s Cultural Heritage Preservation Act in 2005 have a vague definition between the worship culture and the expressions of culture. Furthermore, it was not until the amendment of Taiwan’s Cultural Heritage Preservation Act in 2016 that set up the basis of the evaluation and regulations in the preservation group. Even so, the regulations still have its limitation. The government ignored the impact of preservation group occurs on intangible cultural heritage. The specific organization was being assumed as the preservation group by the government, by which the dominance and the suitability in the culture of the organization should be reviewed.
