This study is to improve the emergency medical materials dispatching mechanism, establish a sound medical material management and integration scheduling capability, strengthen the crisis handling capacity of the government in the face of various disasters, in order to facilitate future medical resource dispatch in emergency public security events. Improve overall efficiency and improvement mechanisms. This study uses the information system success model to explore the emergency medical material dispatching mechanism and explores the user behavior intention and improvement mechanism of the overall mechanism through the system quality, information quality and service quality of Medical Resource Dispatch and Support System for Emergency Response. The survey method in this study adopts the distribution of online questionnaires. Four questionnaires are conducted before and after education training, system revision and expert interviews, and model corrections. The least squares estimation method is used to verify the relationship between various facets and the proposed Hypothesis. According to the research results, system quality, information quality, and service quality all have an impact on behavioral intentions, and the system quality has the greatest impact, which can be used as a reference for future academic research and practical operation.
