As the population living in urban areas was booming, Urban services became insufficient to citizens and the quality of life in cities was decreasing. Cities are now faced with a myriad of issues and need for improvements and changes. To address the complicated city problems, more attention is being paid to the deployment of ICTs and innovative management approach. The concept of Smart Cities becomes the solution to city problems. This dissertation targets the governance focus and explores the collaborative governance of Smart Cities. The study demonstrates an understanding of defining Smart Cities and the importance of collaboration within the concept. After considering the participants and variables, a conceptual framework of the collaborative governance of Smart Cities was proposed, identifying a total of three phases and eight themes. To investigate the contextual-dependent knowledge, a case study of the shared green transportation policy in Taipei Smart City was conducted based upon the framework. Four interviews were carried out and the data of interviews were cross analysed with the secondary information. The result of the analysis showed seven findings, identified the certain issues of practicing the collaborative governance under the context of Smart Cities. In the case study, the generation of public value was significant, serving as a good example to demonstrate how the concept of Smart Cities influences urban governance.
