By screening from the enactment of Statute for Narcotics Hazard Control in 1998 till 2019, the research reports provided by academic researchers as commissioned by government for the public policies, and the journals, magazines, seminar papers that kept in the National Taiwan Library were included in this study for further analysis. Methods : All suggested strategies that provided in those included studies were classified into specific categories by their similarities. Grounded theory was applied to avoid selective bias by subjective judgement. This study first analyzed the keywords of the suggested strategies by their literally meanings and were classified accordingly by their emphasized statements. To illustrate the trends of the suggested strategies, the number of categories in this study was limited to less than ten categories. Results : Overall 831 strategies were gathered from the 81 articles that included in this study. The strategies suggested by the researchers comprised domains of education, family, social, and government. In the drug prevention strategies, most popular recommendation that provided was mainly about the “detoxification”, however, in the drug abstinence strategies, “treated those drug abusers as addicted patient” was the most prevalent policy that being discussed. Considering the social perception, gaining the social support and community strategy is the key role in establishing success drug abstinence strategy. Conclusions and recommendations : It is believed that the government should devote full effort in awareness campaign for drug prevention. In the rehabilitation strategies, treated them as patients with addiction disease other than sentences punishment is more ideal strategy. All members that involved in the drug prevention work should change their views about those drug offenders in order to have more promising results. We believed that treated those offenders medically before judicial prosecution, at some extent, will waive the stigma, and further reduce the recidivism of the drug offenders.
