Such incidents not only harm the lives and properties of drunk drivers and victims but also elicit fear in the public. The Taiwanese government continues to adopt severe penalties to prevent drunk driving. In 2019, amendments to related regulations in the Criminal Code of the Republic of China and the Road Traffic Management and Penalty Act have expanded the scope and severity of penalties for drunk driving. Although the number of deaths associated with such incidents have reduced in recent years, the number of drunk drivers entering judicial processes has increased, thereby incurring extra social expenditures. This indicates that relying solely on penalties for drunken driving is insufficient. Accordingly, this study employed judgement analysis to create drunk-driving crime scripts, thereby adopting a situational crime prevention perspective to prevent drunk driving through interventions. A literature review was performed to acquire information regarding theoretical interpretation, legal regulations, and prevention strategies of drunken driving as well as to discuss limitations and shortcoming in related preventive measures and provide suggestions. Secondary data analysis was conducted to collect and analyze the first-instance judgements of offenders charged with drunken driving by the Taiwan Taipei District Court, New Taipei District Court, and Shilin District Court in the past 3 years. The 145 collected cases were divided into two types, namely those with and without casualties. Drunken driving factors were then compiled from the preparation stage, drunk driving stage, and post-offence stage to create drunk-driving crime scripts. Finally, theories related to situational crime prevention were used to design corresponding prevention measures. The results revealed the crime scriptof drunken driving without casualties was drinking beer in the residence or restaurant in the evening, and was inspected by the police when riding a motorcycle on general roads or at intersection in the evening, while the crime scripts of drunken driving with casualties was drinking beer in the restaurant or residence in the evening, and was received by the police when driving a car with accidents at intersections or on general roads in the evening or in the early morning, the police were reported to be present to handle the accident. Therefore, consistency was observed in the drinking location, types of alcohol consumed, and incident location of the two case types. However, no consistency was observed in the drinking time, incident time, vehicle types, reasons for seizing, and post-offence behavior of the two case types. This indicated that drunken driving factors is affected by enforcement methods. From the perspective of situational crime prevention, the suggestions provided in this study were based on the drunk-driving crime scripts created herein. These suggestions include increasing the effort (e.g., increasing restrictions to alcohol purchase or driving after alcohol consumption), increasing the risks (e.g., increasing interpersonal relationships, and implementing additional mechanisms for monitoring vehicles and environments), reducing the rewards (e.g., increasing the taxation and health and welfare surcharge of alcohol products), reducing provocations (e.g., changing drinking habit), and removing excuses (e.g., strengthening the public’s related legal knowledge).
