Six case workers were interviewed, who were the institution staff and worked at least two years in the institutions. The findings are as follows: 1.The subjective experience of the service providers is the main basis for implementing the institutional regulations. 2.The fundamental belief, the internal training system, and the multi-background teamwork of the institutions are the basis for the staff to execute the institutional regulations. 3.There is a hidden power structure in the institution to execute the institutional regulations. That is, punishment for violating the institutional regulations is somehow under the table and flexible. However, punishment is not entirely negative, and it does have its necessity. It is needed to be able to revise a more up to date of regulation from time to time. 4.The relationships between the institutional regulations and the independent living abilities for juveniles are: (1)The setting of the institutional regulations is affected by the equipment and resources of the institution. (2)Staff exemplary is more effective for juveniles to learn the institutional regulations. (3)The institutional regulations are designed to train juveniles from self-managed to other-directed development. (4)The independent living abilities for juveniles are a long-term process that requires accommodation and positive feedback. To further improve the quality of institution services, it is recommended: 1.The staff of the institution may need to understand that the independent living abilities is a means of processing juveniles’ self-regulation rather than managing the organizations. 2.A gentle and firm guidance for juveniles is an effective way to develop their independent living abilities. 3.The multi-agency communication, discussion and adjustment mechanisms are necessary to achieve consistency and implementation of the institutional regulations within the institution.
