By integrating the open data offered by different organizations into a single portal, citizen and program developers can query and use. This paper specifically aims at the road-closing alert messages got from the disaster warning platform, and discusses how to create a system that can manage the road-closing information. We consider three types of queries, which are spatial queries, temporal queries and mixed queries. In order to provide these three types of querying methods, we pre-process the road-closing alert messages to create the spatial index and the temporal index, respectively. We perform several experiments to evaluate our system. The final results show that both indices will improve query efficiencies, and the spatial index is even better.
