This study takes a container terminal in Keelung Port as the research object to investigate the impact from container stacking strategy on the operation performance. Based on the operation scenario of the terminal, this study used Flexsim CT package to establish a simulation system to compare the efficiency of different container stacking strategies in the container yards. The Taguchi method was applied to develop three quality characteristics: the net movement per hour of the gantry crane, the net movement per hour of the rubber-tyred gantry crane, and the average waiting time of the rubber-tyred gantry crane. The experiments were designed to the orthogonal table to determine the system parameters between the factors. The results of the empirical analysis showed that the five tiers in the import area and two tiers in the export container is the best container stacking strategy for the terminal investigated in this study.
