The ratio of elderly population in Taiwan has been rising rapidly since 1993. According to the "Ten-Year Long-term Care Program 2.0" by the Ministry of Health and Welfare, the population structure is tending older due to social changes, fertility decline, and medical improvement. Unfortunately, Taiwan entered in aging society on 2018 and there were 3.4 million of elder people. Besides, more than437 thousands of people require long-term care. With the rapid growth of the elderly population, the demand of long-term care rapidly increases. By consulting the relevant research, we find that it is not easy to conduct investigation on actual nursing homes. Except for the selection and deployment of sensors, it is a big challenge to improve the long-term care system under the premise of maintaining high quality of long-term care and protecting privacy of the elderly. Therefore, this paper designs a simulation system to model centralized long-term care services, which provides a fast and low-cost manner to imitate the elderly behavior in a nursing home. In addition, we also consider how to help administrators quickly rescue an elder when he or she incurs an accident, based on information of past locations and behavior of this elder. Experimental results show that the proposed method can effectively use necessary information of the elderly to let the administrators find out the lost elderly in a short time, which helps improve the quality of long-term care.
