Dengue fever is one of the most common insect-borne diseases in the world. The epidemic occurs mostly in tropical and subtropical regions. In Taiwan, there will be dengue epidemics of different scales in summer and autumn. In 2015, Tainan City was the largest dengue fever outbreak in the past years. The advantage of the grey theory is that it can be analyzed for the case of less data, incomplete data and unclear system model. This study uses the gray relational analysis to discuss the open data of dengue fever in Tainan city government (2012~2015). The reasons for the seriousness of the dengue epidemic, and the use of gray multi-attribute decision-making combined with the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) method to predict which areas in southern Tainan may easily trigger dengue epidemics. Many studies in the past have shown that the extent of human communication and active government is crucial in dengue prevention. Therefore, this study is expected to provide recommendations for dengue prevention and control methods before and after the occurrence of dengue cases for reference by relevant units. The results of the study showed that when dengue fever cases began to appear, the relevant departments of the county and city government must hire the vector control companies to carry out regional indoor and outdoor spraying, so as to avoid the escape of vector mosquitoes to unspoiled areas, affecting the effectiveness of prevention and treatment. Therefore, the more the number of prevention and control companies, the faster the number of environmental sanitation drugs will be sprayed in large areas in the first time. Before the emergence of dengue cases, the green and sustainable-oriented remediation strategies promoted by the Environmental Protection Administration (EPA) can be adopted. Remediation of soil and groundwater pollution sites to reduce the source of vector mosquitoes, and the greening environment has achieved sustainable development.
