The development of a soft power economy is guided by cultural exploration and creativity, re-shaping of cultural characteristics and worldwide promotion through a positive reinvention that will add a new value to our culture. In response to the trend, the Taiwanese government has gradually drawn up relevant policies and formulated legal norms to lay the foundation for the promotion of cultural and creative industries. In 1989, the office for small businesses of the economy department promoted the “one district, one peculiarity” plan in 319 districts. The Shanlin District has gourd as its township specialty, so the agricultural products now officially fall into the craftsmanship category. The gourd art has been developed locally for about 40 years, compared with other technological categories; it's in the embryonic development stage. Although the development period is still short, the creators rely on enthusiasm and faith, only years of extensive experience pay results. The technology of the gourd production process is an intangible cultural asset; its survival depends on the craftsmen themselves. Through the relevant law, the industry has to adhere to and - at the same time - through the public consciousness and consensus, the new face and diversified development of the cultural creative industry can effectively be promoted. Using participatory observation and focus group interviews, this study explores the Shanlin District's gourd art and the industries sustainable level of innovation and development through the analysis of process presentation, resources, craftsman skills and cultural inheritance.
